Many seeds can be damaged beyond usefulness by freezing, even those of commonly grown hardy perennials. However, for this damage to occur in transit when seed is adequately cleaned and packaged for a mail trade is unlikely because it most often happens if seed is subject to prolonged freezing temperatures or is soaking wet when it becomes frozen.
